this point real quick, pedro. china has unilaterally declared an air defense identification zone over the east china sea. part of that extends over the sun -- part of that extends over the senkaku islands, which china and the ban -- and japan are debating over who owns it. i was in japan a couple of weeks ago. i got to meet with folks from the government and the japanese parliament, as well as going to okinawa and visit some of the military facilities out there. the u.s. is positioned on these senkaku islands, and they fall under the u.s.-japan treaty because japan has demonstrated control over the senkaku islands. -- has administrative control over the senkaku islands. withchina is trying to do the air defense identification zone is to argue that japan has administrative control over the airspace and those islands. on the one hand, president obama ordered the military to fly b-52 bombers, they were arty planning -- already planning to go through there, but he went through with it to signify that they do not recognize it. it is a problem that unlike , japan and the republic of south k

the department of defense was run as efficiently as this. our deficit would be much lower. but among snap households with at least one working age nondisabled adult, more than half work. more than half work. and more than 80% work in the year before or after receiving snap. now, the legislation that the house republican leadership rammed through this congress and is now part of a negotiation on the farm bill, would cut the program by close to $40 billion. that would result in nearly four million americans losing access to snap next year, including working families with children, seniors, and veterans. nearly 170,000 veterans would lose their benefits. in addition, 210,000 children and these families would also lose free school meals. these cuts would come on top of the significant benefit reduction already experienced by all snap recipients as a result of the american recovery act moneys running out. and i would say to my colleagues that cut that went into effect on november 1 means is that the average family of four would see a reduction of about $36 per month in their snap benefit. we a

leader know that will be our position. in addition, i do not see on there the defense authorization bill. i know that's not the majority leader's -- we passed the defense authorization bill through here. i'm hopeful that the senate will move on that. intelligence authorization. the senate has passed, mr. speaker, a comprehensive immigration reform bill. they passed it with 68 votes. we are very disappointed on this side of the aisle that either the senate bill has not been put on the floor. our bill, h.r. 15, which is a bipartisan bill which there are republican sponsors of that bill, or a bill that has -- one of the bills, one of the four bills that's been reported out of the committee which was supported by the republican party in the judiciary committee and reported out four bills, they have not been brought to the floor. we believe that comprehensive immigration reform is a critically important action for this congress to take this year, now. we have options available. we would hope that any one of those four -- three options would be brought to the table, or if you count four bills,

. the nation's critical infrastructure and defense installations similarly cannot function without electricity. yet it is clear that the electric grilled is not adequately protected -- grid is not adequately protected from physical or cyber attacks, and these are not theoretical concerns. just this april there was an actual attack on our electricity infrastructure. this was an unprecedented and sophisticated attack on an electric grid substation using military-style weapons for the attack. communications were disrupted, the attack inflicted substantial damage. it took weeks to replace damaged parts. under slightly different conditions, there could have been a serious power outage or worse. the fbi and others are investigating this attack. so as not to harm any ongoing investigation, i won't disclose details of the incident, but i have been in touch with the fbi, and they are willing to provide the members of this committee with a briefing on the very real threat that attacks like this pose to our critical infrastructure. and i hope the chairman will work with me to yet that briefing -- to get

and that they are free and often do trade stocks in the same defense companies. there was a study done in the journal of quantitative economics a few years ago where they looked at the stock portfolios of u.s. senators and what they found in the academic study was that the average american underperforms the stock market with the stock investment and the hedge fund beat it by 8% a year and by 12% a year so the question was always are these guys all incredibly brilliant investors or is there something else going on and i think that we all come to the idea of we don't have to deviate that very long. basically what happened is that the book came out and a 60 minutes did an excellent story on it. there was something that gathered steam called the stock act. it's not a bill that i was a big fan of because but it basically did is said yes inside trading was illegal for members of congress. the problem is that you are counting on the securities and exchange commission to enforce this and given that congress sets their budget, the fcc commissioners get confirmed by the senate they are just not going to enforc
